How to read the "paid discount points" column — it is the whole trick

The lender with the lowest median rate is very often not the cheapest loan. A borrower can buy the rate down by paying discount points at closing, and lenders whose borrowers do that heavily show a low median rate and high median loan costs. Both numbers are in the tables above, side by side, for exactly this reason.

A worked example from this dataset: statewide, the lowest median conventional rate belongs to a builder-affiliated lender at 5.000%, and roughly 79.9% of its borrowers paid points to get there. That is not a hidden trick — it is a trade, and it is only a good one if the buyer stays in the loan long enough to earn the money back.

Universe
California, originated (action_taken = 1) home-purchase (loan_purpose = 1) loans.
Cohort
30-year fixed-rate, primary residence, site-built single family, consumer purpose, first lien. The unfiltered data mixes adjustable with fixed, 15-year with 30-year, investment with owner-occupied and manufactured with site-built homes. Those carry structurally different rates, and blending them understates a 30-year fixed rate.
Suppression
A lender/product cell appears only where at least 50 loans closed. Thinner cells are omitted rather than published as an unstable median.
Points & credits
Percentages are computed over reportable records only. A blank field means the charge was not made and counts as zero; the literal "NA" means the field does not apply to that loan and is excluded from the denominator.
Coverage
14 lenders' loan-level files were read (91,773 loans statewide in cohort). No covered lender is missing. This dataset does not contain every loan closed in the county, so no figure here is a market share.
Who is missing
This compares 14 large lenders. It is not the whole market, and the gap is not random. Under 12 CFR §1003.3(d) an insured depository or credit union that originated fewer than 500 closed-end mortgages in each of the two preceding years may omit the optional data at §1003.4(a)(15)–(30) — which is where every fee field and the interest rate live. So a community bank or credit union can appear in HMDA with no price information at all, while non-depository lenders are never exempt and always report. Any "what do local lenders charge" reading of this document therefore leans toward non-bank pricing. Even inside this dataset, about 7–8% of records report the fee fields as "NA" or "Exempt" and are excluded from those denominators.
